Hunter was the codename for the most top-secret of Drasnian spies. There was no reason Hunter even had to be a Drasnian. Prince Kheldar even implied that the Intelligence service didn't necessarily trust Hunter.
During the events of The Malloreon, Hunter was originally the Tolnedran courtesan Bethra, and later the Margravine Liselle.
