Haldor was a Tolnedran merchant, in the Council of Advisors, who was against the Grand Duke Kador reaching the emperor's throne. He never let his emotions get the better of him and was thereby able to poison fellow Tolnedran Radan with the rare, expensive Nyissan poison Athsat.
