Elvar is the Archpriest of Belar/the Bear-Cult in Algaria. He was tall, clad in a white robe and much puffed-up with his own importance. Initially he tried to have a holy object, namely the Orb of Aldur, placed in the hands of the priesthood of safekeeping. However, Polgara foiled his attempt by offering the Orb to him if he could take it.
In Enchanters' End Game, he demonstrated that he was a male chauvinist and tried to transfer all power that Cho-Hag had in his absence to himself, but Queen Silar had him transferred from the Stronghold to oversee religious instructions of children and priests, as well as giving an accurate account of all the calves and colts in Algaria. She provided him an escort to make sure he wasn't interrupted in his travels.
